Go to Settings > Sound and Screen > Display Area Settings, and there you can adjust the brightness to your liking!

You can't directly adjust screen brightness on the PS4 itself; better to tweak your TV settings if it's too bright.

Just press the PS button, go to Settings, select Sound and Screen, then Display Area Settings. You can adjust the brightness there.
