Had this issue myself. Best way is to disband the clan and reform. Takes a bit of work but it's effective.

TL;DR: Can't lower the tier. You either live with it or disband and start fresh.

You can't actually lower your clan tier directly in Warframe. Once you've increased it, you're stuck with it unless you disband and reform.
