To make a 2nd floor in Bloxburg, go to Build Mode, select the 'Level Up' tool, and then click on the second floor icon. Easy peasy!

You level up in Build Mode and then choose the second floor. Just don't forget to leave space for stairs, or your sims will be climbing invisible walls like Spider-Man.
