You'll need to bake a birthday cake (costs 5 LP) once you've completed the 'Two and a Half Sims' quest. Then, just tap on the baby and select the 'Have Birthday' option!

Just finish the 'Two and a Half Sims' quest, buy a birthday cake for 5 LP, and then use it on the baby. Boom, instant toddler!
