Just use a small LEGO cup piece and add tiny bits like studs inside it. Simple and effective!

Assemble a 2x2 LEGO brick as the base, build up walls with smaller bricks, and use a hinge piece for the handle. Fill it with small LEGO pieces to represent bait. Done!
