U can't make a bottomless bucket in Terraria, it's actually a rare item that drops from fishing quests given by the Angler NPC. So, keep fishing & completing those quests, and eventually, you'll snag yourself this endless water source!

No crafting here, just pure RNG luck with fishing quests. Keep at it, and you'll get the Bottomless Bucket eventually.
