Making a collection on Steam is like organizing your digital game shelf! First thing’s first, head over to the Steam Community Workshop for the game you're interested in. Once there, look for the 'Browse' tab and select 'Collections'. Hit the 'Create Collection' button, give your collection a name, describe it, set privacy (public, friends only, or hidden), and start adding content.
