Pro tip: use a survivor with the traits you want in a leader, then complete missions and activities to boost their influence to Hero status.
Just play the game until one of your characters reaches Hero status. Then, make them the community leader – simple as that!
I’ve found that the quickest way is to focus on morale-boosting missions like taking out infestations. Once someone becomes a Hero, promote them!
