Confederation? It's all about diplomacy! Build good relations with the faction you want to confederate by helping them in wars and establishing trade. After you max out positive relations, the confederation option should pop up. Just seal the deal in the diplomacy screen!
Just max out relations and go to diplomacy. Easy peasy.
