To make a confederation in Total War: Warhammer, you need to improve your relations with another faction until they trust you enough. Focus on trade agreements, alliances, and non-aggression pacts. Confederation? It's all about diplomacy! Build good relations with the faction you want to confederate by helping them in wars and establishing trade. After you max out positive relations, the confederation option should pop up. Just seal the deal in the diplomacy screen!
