Use ROM hacking tools like SM64 Editor or Quad64. These tools allow you to import models, change textures, and set up new behaviours for your custom bosses.
Honestly, if you're not familiar with ROM hacking, it might be pretty tough. Maybe try modifying an existing boss first to get the hang of it!
