To get a dog in The Sims FreePlay, you need to reach Level 11 and then build the Pet Store. Once built, head to the Pet Store, and buy your dog with Simoleons or LP!

Just build the Pet Store after reaching Level 11. Then you can buy dogs there using Simoleons or Lifestyle Points.

I've done it myself: Reach Level 11, construct the Pet Store, and then you can snag a doggo from there!
