First, collect dragon essences from the rare Dragon's Lair biome. Then, use those essences with a mix of obsidian and gemstones in the Alchemist's Table to craft your dragon.

Dragons can't be made, you gotta find and tame them in the Dragon's Lair biome. Took me forever but sooo worth it!
