Start with a solid foundation: pick a strong main Pokémon and build your deck around it. Make sure you have a good mix of Pokémon, Energy, and Trainer cards. A typical balance is around 15-20 Pokémon, 12-18 Energy cards, and the rest Trainer cards. And don't forget, synergy is key! Cards that work well together can turn a good deck into a great one.
Playtest, playtest, playtest. Seriously, the best way to know if your deck rocks or flops is to play a ton of matches. You'll figure out what's working and what's not pretty quick. Then, tweak as necessary!
