You can create a hill in Bloxburg by using the terrain tools in Build Mode. Select 'Terrain,' then 'Raise,' and click to elevate the land. Keep clicking and dragging to shape the hill just how you want it!
From personal experience, using the 'Raise' terrain tool can make some pretty epic hills! Just remember to smooth the edges for a more natural look.
