You just need to promote a survivor with the hero status! Go to your community tab, find a hero, and select 'promote to leader.' Easy peasy!

For a leader in State of Decay 2, first, level up a survivor to hero status by completing tasks and missions. Once they're a hero, you can promote them to be your leader through the community menu. Pick wisely based on their traits!
