To make a Neon pet, just raise four of the same kind of pet to full-grown (Post-Teen level), then head to the Neon Cave. Place all four pets on the glowing circles, and voila—a Neon pet appears!

Honestly, just level up four pets of the same type to full-grown, take them to the Neon Cave, and combine them. Easy peasy!
Make sure you have four full-grown pets of the same species. Then take them to the secret Neon Cave, under the bridge. Place each pet on one of the platforms, and there you go!
You need 4 pets of the same type that are fully grown (at least Post-Teen). Then, go to the Neon Cave underneath the main bridge in Adopt Me and place them on the glowing pads.
