You can't just 'make' a private server in Fallout 76 like you might in other games. Bethesda offers a service called Fallout 1st, which is a subscription-based model that gives you access to your own private world among other perks. So, if you're looking to have a private session with just your friends, you're going to need to subscribe to Fallout 1st. It's the only official way to get a private server going.

Honestly, why bother? The whole point of Fallout 76 is to bump into randoms in the wasteland. Private servers via Fallout 1st... Meh.
