You can't make or breed Puddle Slimes in Slime Rancher. Just find them in water regions and let them splash around in a pond on your ranch.
Been ranchin' these little guys for years! Easiest way is to explore zones with plenty of water, like the Moss Blanket. They'll just be hangin' out there, ready to be collected.
