Just farm enemies in the Hallowed biome till you get the Hallowed Key. Then, after beating Plantera, open a Rainbow Chest in the Dungeon. Simple as that.

To get your hands on the Rainbow Gun in Terraria, you gotta complete a pretty specific quest. First up, you need to find the Hallowed Key. This key drops from any enemy in the Hallowed biome, but man, the drop rate is crazy low, so gear up for a grind. Once you have the key, head over to the Dungeon, but only after you've defeated Plantera, otherwise, the chest won't open. Look for a Rainbow Chest in the Dungeon; it's pretty distinctive with its rainbow coloring. Use the Hallowed Key on it, and bam! The Rainbow Gun is yours.
