You need to reach Level 17 and build the Community Center first. After that, just go into Build Mode and select the stairs. Ta-da, second floor magic happens!

First, hit Level 17 and unlock the Community Center. Then, in Build Mode, select stairs and place them where you want. Easy peasy!

Honestly, once you hit Level 17 and unlock the Community Center, it's just about slappin' some stairs in Build Mode.

I finally managed it after Level 17, unlocked the Community Center, then placed stairs from Build Mode. Totally worth the effort!
