To make a Sim design fashion in The Sims FreePlay, you need to first unlock the Fashion Designer hobby. Once unlocked, you can buy the Fashion Studio from the Promotions R' Us store and place it in your Sim’s home. Then, simply have your Sim use the Fashion Studio to start designing fashion!
