It's a two-step process: find the blueprints in Glacial Basin and then head to your Fabricator to make yourself a Snowfox.

If I remember correctly, you need to scan Snowfox Fragments in the Glacial Basin to get the blueprint. After that, use the Mobile Vehicle Bay to build it.

You need to find the Snowfox Fragment blueprints, usually located in the Glacial Basin area. Once you have those, use the Fabricator to craft it!
