Easy peasy! First, open Build Mode, go to the Basement section, and create your basement. Then, in Build Mode, select Stairs and place them in your house leading down. Voila!
From personal experience, create your basement first, then select stairs from the build catalogue. Place them where you want, and you're good to go!
Why not just teleport? Just kidding. Build Mode > Basement > Stairs. It's that simple.
