Pause other downloads or streaming cause they gobble up bandwidth like there's no tomorrow. In Steam, go to Settings > Downloads and pick a server closer to you under Download Region. Less distance means speedy downloads. Also, limit the bandwidth Steam can use to 'No limit' unless you're sharing the net with a house full of binge-watchers.
