First, you need to have two Sims become partners, then engage, marry and have a baby. After the baby is born, just wait a couple of real days for the baby to grow into a toddler!

I've personally done this: Get two Sims romantically involved and have a baby by purchasing a crib. After the baby is born, wait about 2 days in real-time. Your baby will automatically grow into a toddler.
