To make a tunnel in Theme Park Tycoon 2, use the terrain tool to lower the land, then build your ride through the dug-out area. Cover the top to make a complete tunnel!

I've done this in my park! Just dig a trench with the terrain tool, place your ride, and then fill the land back over it. Works like a charm!
