Easy peasy! First, make sure you've reached level 17 to unlock the stairs. Then, go to the home store, select the outdoor tab, and find the 'stairs' section. Place your stairs where you want 'em, and boom鈥攜ou鈥檙e on your way to the second floor!
Unlock staircases at level 17. Then just go to the build menu, select stairs, and place them where you want.
Level up to 17, get stairs, place stairs. Congrats, two-story house!
