You can't actually craft a water bottle in Deepwoken; you gotta find them scattered around the world, usually near wells or vendors.
Just loot your way through ruins and caves! You'll find water bottles lying around in there, no crafting needed.
I just found an empty bottle and filled it up at the nearest lake. Works like a charm!
