To make a waterfall in Theme Park Tycoon 2, you need to use water terrain and elevate parts of it. Add raised terrain above, then place water at the top. Finally, use the terrain tools to create a descent to make it look like flowing water. Voila!

Just stack some water on top of each other with terrain in between. Works like a charm.

Grab the terrain tool, make an elevated platform, and then place water on top. Adjust the terrain to make it look like a waterfall. Easy peasy!
