First, you'll need to get your Sims to the level of Partner or Engaged. Then, you'll need to purchase the Wedding Bundle from the Home Store. Place the Wedding Arch in your house, tap on it, and select 'Get Married'! Congrats, you're now officially a Sims wedding planner!

From personal experience, make sure your Sims are 'Partners' or 'Engaged' first. Then, buy the wedding stuff, set up the arch, and tap 'Get Married.' My Sims had an amazing ceremony!
