Making ammo in Fallout 4 isn't something you can do straight outta the vault, my friend. You gotta have the right setup. First, get the Contraptions Workshop DLC, it's essential. Then, you need to build an Ammunition Plant under the Power > Manufacturing > Machinery menu in your settlement's workshop. Don't forget, you also need the right materials for different types of ammo, and having the 'Scrapper' perk helps a ton to break down items for parts!

Tried making ammo without the DLC, and guess what? A no-go. Save yourself the headache and get the Contraptions Workshop. Makes life in the wasteland a tad easier.
