Sadly, you can't make any specific Pokémon spawn on command in Pokémon GO. You can increase your chances by visiting different locations, using Incense, and taking part in in-game events!

From personal experience, I found that using Incense while walking a lot dramatically increased my encounters. Plus, events are always a treasure trove of rare spawns!

Just walk around! Different Pokémon appear in different places; city parks versus rural areas can make a huge difference.
