To craft a Biometric ID Card in Fallout 76, first, you gotta complete the 'Back to Basic' quest at Camp McClintock to get the Soldier's Certificate. Then, head over to the Whitespring Bunker. Inside, follow the quest line 'One of Us' until you're asked to create a Biometric ID. You'll go through scanning your biometrics in a machine and then use that data to create the ID on a nearby terminal. It's more about following the right quests than crafting from scratch!

Not to burst your bubble, but you can't just 'make' the Biometric ID whenever. It's part of a quest line. Follow the story, and it'll happen automatically.
