Making caltrops in Fallout 4 is pretty straightforward once you've got the hang of it. Head over to any settlement you're in charge of and find yourself a Chemistry Station. Once you're there, navigate through the menu until you see the section for 'Traps.' Caltrops should be listed there, and you'll need some Steel to craft them. Just make sure you've got enough Steel, then craft away to your heart's content. Handy for slowing down those pesky raiders!
