Easy peasy! First off, give Chop a lot of attention. Take him for walks, play fetch with him, and don't forget to pet him regularly. Each activity boosts his happiness. Also, download the iFruit app on your smartphone to train Chop in-game. This will definitely keep his tail wagging!
