You need Chroma's Neuroptics, Chassis, Systems, and the main Blueprint. Get them from different junction rewards across the star chart and then build him in the Foundry.
Just buy Chroma with Platinum. Save yourself the hassle, trust me.
Get Chroma's blueprints by completing junction missions. I did it, and the grind was actually pretty fun! Especially the Mars to Phobos junction.
To make Chroma, you need to get Chroma's components from junction rewards. Then, craft his parts in your Foundry and finally build the Warframe. Simple, right?
