You need Chroma's Neuroptics, Chassis, Systems, and the main Blueprint. Get them from different junction rewards across the star chart and then build him in the Foundry.

Get Chroma's blueprints by completing junction missions. I did it, and the grind was actually pretty fun! Especially the Mars to Phobos junction.
