Making a Chum Bucket in Terraria is pretty simple but super useful for fishing buffs! First thing, you gotta catch some enemies using a Bug Net or Golden Bug Net. These enemies could be any small fish like Jellyfish, Shrimp, or even Crabs. Once you've caught 'em, just head over to a Work Bench and craft your Chum Bucket with 3 of the critters you caught. Toss these buckets into the water where you're fishing to increase your fishing power for a bit. Happy fishing!

Just catch 3 fish or jellyfish and craft it at a Work Bench. Simple as that.

Honestly, most people don't bother with Chum Buckets. Just fish without it; you'll be fine.
