Just pair up a man and a woman in the living quarters and let nature take its course. They gotta be happy though; unhappy Dwellers won't make babies.

To make couples have babies in Fallout Shelter, first make sure you've got a male and a female Dweller in the living quarters. The bigger the living quarters, the more Dwellers it can support. Make sure your Dwellers are happy by keeping your vault running smoothly - happiness boosts their interest in each other. Eventually, you'll see little hearts floating over their heads, signaling they're hitting it off. Give them some time, and soon you'll have a notification that a baby is on the way!

Honestly, it's all about setting the mood. Make sure their needs are met and they're not in the middle of a radroach attack. Then, just put them in the living quarters together. If they start talking about the weather, you're on the right track.
