Honestly, I always find tons of materials for bolts while scavenging. Just keep looking, and you might not even need to craft them!

To make crossbow bolts in State of Decay 2, you need to build a Workshop at your base. Once you have that, access the Workshop menu, navigate to the ammo tab, and craft the bolts there. Easy peasy!
