Simple! You need to open War Thunder, go to the customization screen for the vehicle you want to make a camo for, and then select 'User Skins'. After that, click 'Create a template', which will generate the necessary files in your War Thunder directory. Just paint your heart out in any graphic software and save the changes!

You can create a custom camo by going to the customization screen, generating a template, and editing the texture files it creates. Easy peasy!
