Honestly, just make them enemies by constantly being mean. They'll break up pretty quickly.

I've been there! Start by tapping on the Sim you want to break up with and select negative interactions like 'Argue,' 'Insult,' and 'Complain.' Keep going until you get the 'Break Up' option.
