Set up a voting system using in-game signs or message boards. Let the players vote and use the majority rule to make decisions!

Just declare yourself the ruler and then open it up for elections. If they don鈥檛 vote you back in, build a better propaganda machine next time.

From my experience, start by making a central meeting place. Then, hold regular meetings and let everyone vote on rules and projects. It works surprisingly well!
