You can evolve Eevee into Sylveon by earning 70 Buddy hearts with your Eevee. Once you reach the required hearts, simply hit the 'Evolve' button!

Honestly, just walk around with your Eevee as your Buddy and give it lots of love. It'll turn into Sylveon at 70 hearts.
