Mods like 'Endless Warfare' or others that tweak difficulty and spawn rates can crank up the number of legendary enemies you encounter. Nope, you can't make every enemy legendary through regular game settings. It's all about the luck of the draw and the difficulty level you choose. Playing on Survival difficulty ups the chances but won't guarantee a legendary around every corner.
Just crank up the difficulty! Survival mode's the way to go if you want a challenge and more legendary enemies. Sure, it's not 'every' enemy, but it's as close as you'll get without mods. Speaking from experience, it makes looting much more rewarding...or frustrating, depending on your luck.
