Offer them a peace treaty after you're done wrecking their armies and cities, but with the 'Become Vassal' option checked in the diplomacy screen. They won't be able to resist if they're weak enough!

You can make factions your vassal by crushing them in war and then offering them a peace treaty with the option to become your vassal. It's all about flexing your big army muscles and showing them who's boss!

In my experience, the best strategy is to weaken the faction to the brink of extinction, then extend a vassalage offer through diplomacy. If they're desperate enough, they'll accept.
