Simply put: put 'em in the living quarters together. If they start talking, congrats, they're probably on their way to becoming friends. Just make sure both of their happiness meters are up so they're in the mood for socializing.
A little secret from my playthrough: Dwellers with complementary traits get along like a house on fire! Pay attention to their SPECIAL stats; a Dweller with a high Charisma level can make friends much easier. Match them up in tasks or exploration teams, and watch the friendships bloom.
