Pretty sure you can’t create game passes directly on mobile. Best bet is to use a computer.

First-hand experience here—launch Roblox, hit 'Create,' pick your game, and then go to the 'Store' tab. Click ‘Add Pass’ and follow the steps to upload an image and set the price. Worked like magic for me!
