Put your PS4 in Rest Mode while downloading games. For some strange reason, it often downloads faster this way.
Change your DNS settings to something like Google DNS (8.8.8.8) or OpenDNS (208.67.222.222). Sometimes, this can speed things up significantly!
Make sure other devices aren't hogging your network bandwidth. Pause any streaming or large downloads on other devices while you download your games.
First, make sure your PS4 firmware is up to date. I had slow speeds until I updated mine.
