Simple answer? Just put down some dirt blocks and wait. Grass spreads naturally in Terraria, so just give it time. Or, if you're impatient, buy some Grass Seeds from the Dryad and sprinkle them on the dirt.

Grass in Terraria needs a bit of love and the right environment to flourish. First off, make sure you're trying to plant it on dirt blocks; grass won't grow on just any surface. Honestly, just let nature do its thing. Grass grows on its own, as long as it's on dirt. No need to complicate it with items or NPCs.
