First off, make sure your settlers got everything they need: enough beds (all under a roof), food, water, and defense to match the sum of food and water. Shops can also boost happiness, especially bars. And don't forget, the more you interact with your settlers (completing their quests and stuff), the happier they'll be!

Just throw a party with all the Nuka-Cola and Fancy Lad Snack Cakes you can find. Kidding! But seriously, focus on the basics like food, water, and shelter. Then, add some decorations and make sure your defense is solid. Shops help too, but nothing beats showing up and solving their problems now and then.
One word: Cats. Get as many cats in your settlement as possible. Happiness goes through the roof. Who doesn't smile seeing a bunch of cats wandering around?
